An Anchor or a Buoy?

Her cries for help mere bubbles
as dread of a drowning death
surfaces
petrification the anchor
pulling her down
down
down
until 
surrender sets her free
a buoy.

petrification...being stuck can certainly do that...of course there are many things that can lead there or metaphors you can pull from that but...yes
